Deputy Prime Minister Oliver Dowden made this statement in the House of Commons, confirming that actors linked to the Chinese state carried out attacks targeting democratic institutions and parliamentarians. Two individuals associated with the group known as APT 31 have been sanctioned in connection with these cyber attacks. It is believed that a Chinese state-backed group attempted to carry out espionage activities against British parliamentarians in 2021, which were fortunately unsuccessful. The British Electoral Commission was also targeted by a complex cyber attack in both 2021 and 2022, but this too was unsuccessful.

Prime Minister Rishi Sunak had previously described China as an “epochal challenge,” but the Chinese government has denied these allegations, claiming that they themselves are victims of cyber attacks. Foreign Ministry spokesman Lin Jian emphasized the complexity and sensitivity of investigating the origins of cyber attacks and called for objective evidence instead of spreading baseless accusations.
