The provision of important welfare state services such as health, education, social services and housing is the responsibility of the autonomous communities. Over the past four decades, there have been significant constitutional developments that have shifted from a centralist state to a federal model. Regional governments now have 24% of the revenue, compared to 26% in the United States and 40% in Germany.

Despite this progress, autonomous community funding models have faced challenges. Between 1980 and 2009, six financing models were agreed, but renewals have not been possible since 2014, leading to a lack of resources and contributing to the over-indebtedness of the autonomies. This financial shortfall has fueled discontent, particularly in Catalonia, where the crisis has worsened under certain governments.

In response to these challenges, the Generalitat de Catalunya has proposed a unique funding model. This proposal aims to change the current system by allowing Catalonia to collect all taxes and make double contributions to the state to finance services in the region and support other communities with less fiscal capacity. The initiative emphasizes the principles of loyalty, solidarity and equal rights for all Spaniards.

The proposal represents a major change in the approach to regional financing and aims to increase autonomy, fiscal responsibility, financial sufficiency and transparency. It is important to recognize the efforts made by the Generalitat of Catalonia, but consistency in defending the proposal is necessary to ensure its success.
