The People’s Committee of Ho Chi Minh City recently launched a program to search and incubate innovative solutions aimed at improving management capacity in the public sector. Called Gov.Star, the initiative was announced by the Department of Science and Technology in Ho Chi Minh City on April 3rd. The goal of Gov.Star is to find innovative models and solutions that use technology and digital transformation to tackle issues related to public affairs management within government agencies, schools, hospitals, and other entities in the city.

Individuals, project groups, and businesses with practical solutions applicable to public affairs management are encouraged to participate in Gov.Star. Selected models and solutions will receive financial support and incubation for further development and familiarization of departments and localities for practical pilot implementation. Through this program, the People’s Committee of District 1 has already successfully piloted the application of a Geographic Information System (GIS) for tasks such as issuing business permits and regulating temporary sidewalk use.

The selection process for Gov.Star includes four stages where project teams are evaluated based on criteria such as applicability, capacity for practical application, technology application creativity, economic efficiency, and social impact. Program participants will have access to training, advice, and support from experts in order to better understand the needs of government agencies and refine their technology solutions and business models.

Director Nguyen Viet Dung emphasized the importance of using technology to solve specific problems faced by departments and localities while giving businesses the opportunity to adapt their technology solutions to meet these needs. This program aims to create opportunities for companies to improve their technological solutions while putting them into practical use in the public sector. Interested organizations or individuals can register for Gov.Star through designated focal points within the Department of Science and Technology in Ho Chi Minh City. Ultimately, Gov.Star aims to encourage innovation and technological advancement in public sector management, leading to improved efficiency and effectiveness overall.
