In 2023, the percentage of Minnesotans without health insurance hit an all-time low of 3.8 percent, marking a decrease from the 4% uninsured rate seen in the previous survey conducted in 2021. Although this decrease is not statistically significant, it does indicate that an estimated 11,000 fewer people in Minnesota were uninsured in the past year. While access to health insurance is critical for individuals to afford necessary health care services, findings from the Minnesota Health Affordability Survey suggest that despite the increase in insurance coverage, there has been an increase in the number of state residents leaving care due to financial constraints.

Concerns were also expressed about the financial protection offered by health insurance, highlighting ongoing challenges in the health care system. Dr. Brooke Cunningham, Minnesota’s health commissioner, expressed optimism about this declining uninsured rate but cautioned that these rates are subject to change. Insurance and healthcare costs remain significant barriers for many Minnesotans, emphasizing the need for continued efforts to improve access to affordable care.

In 2021, Minnesota had expanded access to health insurance through Medicaid prompted by suspension of eligibility checks amidst COVID-19 pandemic. However as eligibility checks resumed some residents lost Medicaid coverage raising concerns about insurance gaps. The Department of Health noted that most uninsured individuals in Minnesota experience long-term uninsurance having been without coverage for a year or more. However, this group made up a smaller part of the uninsured population compared to previous years.

Stefan Gildemeister, director of Minnesota’s Health Economics Program warned that an increase in earlier coverage among short term uninsured could signal challenges with transitioning into other forms of coverage. It is crucial for policymakers to address coverage gaps and ensure individuals have access to consistent and affordable healthcare options to promote better health outcomes for all Minnesotans
